Community organizations across Texas are grateful that Texas will more effectively focus on the specific needs of foster children, and a more modern approach to how those community services are delivered. This absolutely groundbreaking report, published by HHSC and DFPS, has the very real potential to transform the foster care system with meaningful, lasting investments that reflect the true needs of children who have experienced trauma and what it takes to meet those needs by community service providers. We are grateful to Governor Abbott and to legislators for supporting an objective look at foster care funding, and we look forward to working with them and our State partners to put these ideas in place.
