FY 2026 T3C Provider Readiness RFA #1: Uncredentialed Organizations

Question 1: If a provider selects TBRI as their Treatment/Program model, would TBRI training and implementation support fit within this listed use of funding category?: “New targeted and upfront training for intake, case managers, directors, foster parents (if applicable), direct delivery staff (if applicable), etc. on new primary models/service packages?
– Yes, TBRI training and implementation support would be eligible for funding should a provider wish to request that in their proposal.

Question 2: Clarification regarding the requirement to upload a copy of the most recently filed federal tax return. If provider is a single-member LLC that is reported on personal federal income tax return (Form 1040 with attached Schedule C), could you please confirm whether providing a Form 1040 with Schedule C (with redaction of personal information unrelated to the business, if needed) will satisfy this requirement for the application?
– Yes, the Form 1040 with the attached Schedule C is sufficient.

Question 3: Could you please clarify whether being in the application process, but without an approved credential affects eligibility for this opportunity?
– If you have already applied for a FULL credential, you are not eligible to apply for this round of funding. Only organizations that have applied for an interim credential or no credential at all are eligible.

Question 4: We understand there is a requirement to be in contract with a placement agency. Our organization recently received its license and currently has applications in process with multiple placement agencies. However, we may or may not have a contract finalized by the 10/1 submission date. Would we still be considered eligible to apply?
– In order to be eligible to receive a T3C Readiness Grant, an organization must be contracted with DFPS and/or a Single Source Continuum Contractor (SSCC). If you do not have an active contract with either DFPS or an SSCC by the date of grant application, you are not eligible for this grant opportunity.

Question 5: Is the grant funding limited to Fiscal Year 2026 expenditures only? We are exploring support for an electronic case management system, but would like to begin implementation this year. If we initiate the process and begin making payments in 2025, would those costs be eligible or ineligible under this grant?
– All grant funding must be obligated no later than August 1, 2026. As you describe your plan for electronic case management system, that expense would be appropriate to include in your proposal.

Question 6: Can an agency who has a provisional license apply for the grant?
– Yes.

Question 7: Page 5 of the RFA states that grant funds can be used for salaries. Does this mean that we can request funds for some of the specific positions required for each of the service packages that we are planning to apply to be credentialed for,  such as the aftercare case manager, the behavioral specialist, crisis intervention specialist, education liaison, etc?
– Yes

Question 8: Can providers submit for expenses they have recently incurred in preparation for T3C?
– No, only prospective costs can be submitted, not reimbursement. However, if an organization has an ongoing project, they can submit future costs as part of their project plan. For example: salary payments made after application date or IT system or consultant payments could be included. You can include ongoing projects in the project budget.
