The rollout of T3C includes funding for implementation grants for providers. These grants are an acknowledgment that the provider network will have work to do to be ready to serve children under the new requirements of T3C. In both Fiscal Year 2024 and Fiscal Year 2025, the Texas Legislature allocated $6 million for provider readiness. Texas DFPS has contracted with ACH Child & Family Services, who has partnered with the SSCCs and the Texas Center to quickly distribute the funds through a series of grants. Both network and legacy providers have been eligible for grant awards, not just those who contract with SSCCs. The awards for both fiscal years have been made. We will learn about the possibility of grants for future fiscal years during the 89th Texas Legislature in 2025.
Applications for the FY 2025 T3C Readiness Grant must be submitted by 5PM on Wednesday, October 16th in order to be considered for grant award.

In partnership with Single Source Continuum Contractors (SSCCs) across Texas, ACH Child and Family Services seeks applications for provider readiness grants. Grant Questions will be posted on our Questions and Answers page. Please note that these grant opportunities are appropriate for 24-hour residential child care CPAs and GROs, Day Care Centers are not eligible to apply, regardless of hours of operation.
FY 2025 T3C Readiness Grants are intended to support organizations in readiness activities that will advance their ability to meet the requirements to apply to be credentialed to serve in the T3C service array.
ACH seeks to award grants across the continuum of care and service packages.
ACH will award FY 2025 T3C Readiness grants up to, and not to exceed, $150,000 across the state fiscal years 2024-2025. All grant funds must be obligated by August 1, 2025. If funds are not obligated, then they are considered unspent. Any funding that is not expended or obligated for grant purposes must be returned to ACH at that time.
Organizations are eligible for up to $150,000 in T3C Grant funding across state fiscal years 2024 and 2025. For example, if an organization received a T3C Readiness grant of $150,000 in FY 2024, they are not eligible for a grant in this award cycle. If an organization received a T3C Readiness grant of $20,000 in FY 2024, they would be eligible for up to $130,000 during the FY 2025 award cycle.
Provider organizations that function under multiple license/permit types and/or EINs may only apply for a grand total of $150,000 across both fiscal years.
Capital expenses exceeding $4,999 for items such as transport vehicles or new buildings are not permitted.

DFPS received federal funds to assist providers in becoming accredited as required for QRTP settings (GRO Tier II Service Packages). DFPS anticipates opening additional funding opportunities in Fall 2024. Additional information can be found on the DFPS Website.
