The rollout of T3C includes funding for implementation grants for providers. These grants are an acknowledgment that the provider network will have work to do to be ready to serve children under the new requirements of T3C. In Fiscal Year 2024, the Texas Legislature allocated $6 million for provider readiness, along with $350,000 for each SSCC to prepare their catchment area. Texas DFPS has contracted with ACH Child & Family Services, who has partnered with the SSCCs and the Texas Center to quickly distribute the funds through a series of grants. Both network and legacy providers are eligible for grant awards, not just those who contract with SSCCs.

Building grants will fund providers needing developmental work for readiness, to participate in trainings and/or to obtain technical assistance and consultation in readiness activities for T3C. Organizations may seek technical assistance or consultation regarding how to begin to transition their programs to meet T3C requirements including areas such as:
Selected organizations will receive up to $20,000 in grant funds. Providers can apply for up to two Readiness Building Grants; however, they must designate a priority application. Second applications will be considered only after all primary or priority provider applications have been evaluated and only should there be funding remaining to support additional grants. These grant funds must be obligated by December 1, 2024. If funds are not obligated, then they are considered unspent. Any funding that is not obligated for grant purposes must be returned to ACH by this time.

Operations Grants are specifically targeted for organizations that are advanced in their ability to meet the requirements to apply to be credentialed to serve in the T3C service array in early 2025. These grants are not appropriate for organizations who are in the exploration stages or still in the process of determining how to move forward within T3C or are considering providing a service they don’t currently provide, but rather for organizations who are advanced in their ability to meet requirements and anticipate applying to be credentialed in one or more services package(s) in early 2025.
Operation Grant applications must apply to activities within the following objectives:
DFPS received federal funds to assist providers in becoming accredited as required for QRTP settings (GRO Tier II Service Packages). DFPS anticipates opening additional funding opportunities early Summer 2024. Additional information can be found on the DFPS Website.
