AbouT T3C Readiness Grants

The rollout of T3C includes funding for implementation grants for providers.  These grants are an acknowledgment that the provider network will have work to do to be ready to serve children under the new requirements of T3C.  In both Fiscal Year 2024 and Fiscal Year 2025, the Texas Legislature allocated $6 million for provider readiness and these funds have been continued for Fiscal Years 2026 and 2027. Texas DFPS has contracted with ACH Child & Family Services, who has partnered with the SSCCs and the Texas Center to quickly distribute the funds through a series of grants. Both network and legacy providers have been eligible for grant awards, not just those who contract with SSCCs. The awards for FY 24 & FY 25 have been made. FY 26 GRANT OPPORTUNITIES

FY 2026 T3C Provider Readiness Grant Opportunities

Our Community Our Kids (OCOK), in partnership with the SSCCs, is announcing the opening of Requests for Application (RFA) for provider grants for T3C Readiness. There will be three opportunities for T3C Readiness grants this year. The first RFA opens September 3, and applications will be accepted through October 1, 2025, at 5:00 p.m.

In Fiscal Year 2026, residential childcare providers will have the opportunity to apply for a grant to support their organization in readiness activities that will advance their ability to meet the requirements to apply to be credentialed in the T3C service array.

All three grant opportunities will fund initiatives in five categories and activities within those categories. The categories are:

  • Policies and procedures consistent with selected primary models and targeted service package(s) the provider will be delivering
  • New targeted and upfront training for intake, case managers, directors, foster parents (if applicable), direct delivery staff (if applicable), etc. on new primary models/service packages and CANS 3.0 assessment tool and process
  • Information Technology (IT) systems to support operating under the new service array.
  • Data collection system to track and report changes.
  • System to complete cost collection to populate a more robust cost report.

RFA #3: Full Credentialed Organizations

RFA #3: Full Credentialed Organizations
Opens January 5, 2026 – Closes February 3, 2026

This funding opportunity is for those providers who have at least one Full Interim (T3C) Credential, whether active or inactive. Specifically, this funding is for organizations who have received at least one full credential(s) who may or may not have previously received FY 24 or FY 25 T3C grant funding, and who are planning to apply for full credentials in additional service packages.

  • For organizations who have previously received grant awards in FY 24 and/or FY 25, requests can be made in this opportunity for an amount that would not exceed $200,000 in total T3C readiness grant awards across FY 24, FY 25, and FY 26.  
  • For organizations who received no grant funding in FY 24 or FY 25, up to $150,000 could be granted for FY 2026.  
  • Any application made in this opportunity must be tied directly to an item related to the additional service packages the organization plans to credential in.
