The rollout of T3C includes funding for implementation grants for providers. These grants are an acknowledgment that the provider network will have work to do to be ready to serve children under the new requirements of T3C. In both Fiscal Year 2024 and Fiscal Year 2025, the Texas Legislature allocated $6 million for provider readiness and these funds have been continued for Fiscal Years 2026 and 2027. Texas DFPS has contracted with ACH Child & Family Services, who has partnered with the SSCCs and the Texas Center to quickly distribute the funds through a series of grants. Both network and legacy providers have been eligible for grant awards, not just those who contract with SSCCs. The awards for FY 24 & FY 25 have been made. Our Community Our Kids (OCOK), in partnership with the SSCCs, is announcing the opening of Requests for Application (RFA) for provider grants for T3C Readiness. There will be three opportunities for T3C Readiness grants this year. The first RFA opens September 3, and applications will be accepted through October 1, 2025, at 5:00 p.m.
In Fiscal Year 2026, residential childcare providers will have the opportunity to apply for a grant to support their organization in readiness activities that will advance their ability to meet the requirements to apply to be credentialed in the T3C service array.
All three grant opportunities will fund initiatives in five categories and activities within those categories. The categories are:

RFA #1: Uncredentialed Organizations
Open September 3 at 1:00 PM CST through October 1, 2025 at 5:00PM CST
This grant opportunity is for organizations that have received either no previous T3C grant or less than $150,000 in total T3C readiness grants across FY 24 and/or FY 25, and that have not yet received at least one inactive or active T3C service package credential at the time of the application. Organizations meeting these criteria are eligible for up to $150,000 (less any previous T3C readiness grant amount received). Organizations that have submitted their application for a credential, but that application has not been approved, are eligible to apply for this grant if their application has not yet been fully processed.
For this RFA, organizations are eligible for up to $150,000 in T3C grant funding across state fiscal years 2024, 2025 and 2026. For example, if an organization received a T3C readiness grant of $150,000 in FY 2024, they are not eligible for a grant in this award cycle. If an organization received a T3C readiness grant of $20,000 in FY 2024, and no award in FY 2025, they would be eligible for up to $130,000 during this award cycle.
Provider organizations that function under multiple license/permit types and/or EINs may only apply for a grand total of $150,000 across both fiscal years.
All grant funds must be obligated by the grantee by August 1, 2026. If funds are not obligated, then they are considered unspent. Any funding that is not expended or obligated for grant purposes must be returned to OCOK at that time. All funds must be spent by December 31, 2026.
Notification of grant awardees will occur in late October 2025 and grant funds will be distributed in November 2025.
RFA #2: Interim Credentialed Organizations
Open September 25, 2025 at 1:00PM CST and run through October 22, 2025 at 5:00PM CST.
This funding opportunity is for those providers who have an Interim (T3C) Credential, whether active or inactive. Specifically, this funding is for organizations who have received their interim credential(s) but no full credential, who may or may not have previously received FY 24 or FY 25 T3C grant funding, but still have requirements to fulfill or who may have additional packages for which they intend to apply to credential in.
For organizations who have previously received grant awards in FY 24 and/or FY 25, requests can be made in this opportunity for an amount that would not exceed $200,000 in total T3C readiness grant awards across FY 24, FY 25, and FY 26.
For organizations who received no grant funding in FY 24 or FY 25, up to $150,000 could be granted for FY 2026. Any application made in this opportunity must be tied directly to an item in pending implementation plans or additional service packages.
RFA #3: Full Credentialed Organizations
Anticipated to post January 5, 2026, and run through February 3, 2026
This grant opportunity is for organizations that have received at least one full service package credential but would like to apply for additional service packages. For organizations who have previously received T3C readiness grant awards in FY 24 and/or FY 25, and no grant funding to date in FY 26, up to $50,000 could be granted for FY 2026. For organizations who received no grant funding in FY 24, FY 25, or FY 26, up to $125,000 could be granted for FY 2026. Funding in this category would be prioritized for certain service packages.
